Your still running under the assumption that he's hacking, with absolutely NO actual proof that monkey himself is doing this.
Simply because the russians can create the effect, be it illusion, or real, does not mean that Monkey himself does this.

Hacking or exploit is doesn't matter. It needs to be stopped one way or the other by CCP.

Oh I'm pretty sure not showing up in local in normal space until one desires it is at best an exploit. There's a simple test for an exploit: Is it an intended game feature? I don't have to be a dev to answer that.

It can only be launched from a script on the PL.com forums. You literally need the website open when launching Eve for the inject to work. This is why you'll never see it outside of PL ranks.
This is Eve. Someone will yank the code and patch around it soon enough, then it'll be wormhole space everywhere.

If this is a problem it'll get taken care of one way or the other. With this much attention the obvious effect is more people attempting to duplicate it. If it's true then some will succeed, some will fail but the obvious result will be more complaints until CCP has to do something.
